Speed and pitch move together here, which is the point — screwing came from slowing physical media, and that always drags pitch down with tempo. If you want the tempo down but the key intact, that is a different effect and the speed changer or the slowed reverb generator is the better tool.

The name is a pair of verbs, and almost every online tool only does the second one. Screwed means slowed: the record plays back at a lower speed, and because the medium itself is running slow, the pitch falls with it. Reference sources put the target around 60 to 70 beats per minute, which for most source material is a ratio somewhere near 0.75x and a key drop of roughly five semitones.
Chopped is an edit, not a filter. It means taking a phrase apart and putting the pieces back in a different order — repeating a line, stuttering a word, skipping a beat so the track lurches forward. Slowing a song down does none of that. If you have used a "chopped and screwed" converter and the output was simply a slower version of the input, this is what was missing.
Robert Earl Davis Jr. — DJ Screw — was born in Smithville, Texas in 1971 and started DJing at twelve. He began making his slowed mixes around 1990, and by late 1991 they had become his main focus. The output was enormous: over 350 screwtapes, sold from Screwed Up Records and Tapes on Cullen Boulevard in Houston, with the Screwed Up Click — Lil KeKe, Big Hawk, Big Moe, E.S.G., Fat Pat — rapping over them. He died in Houston in November 2000, aged 29.
The method was physical and worth understanding, because it explains the sound. Two copies of the same record spun at once, one running slightly behind the other, and he cut between them with the crossfader at the moments he wanted to bring out. His fader was set hamster-style — reversed from the standard orientation — so he could make faster stabs between the discs, and some recordings ran four turntables. The slowdown came from the turntable pitch control and from running the recording back through a four-track tape deck at reduced speed, taking it down another generation. Nothing about that process preserves pitch, which is precisely why screwed vocals sit so far below the original.
One piece of the story is genuinely contested and we would rather say so than pick a side: the origin of the name. One account credits a friend reacting to Davis defacing records he disliked with a screw; another names a different friend and a screwdriver, a year earlier. Both circulate widely. The mechanism people often repeat — that he slowed the disc by hand and let it speed back up — is uncited even where it is most often quoted, so treat it as folklore rather than technique.

They are two separate operations that usually travel together. Screwing is slowing the record down, which drags the pitch down with it and produces the heavy, syrupy sound. Chopping is editing the arrangement: cutting between two copies of the same record to repeat a phrase, stutter a word, or skip a beat. A track can be screwed without being chopped — plenty are — but a tool that only slows a song down has done half the job and should not really be called a chopped and screwed maker.
